The passport

What a Paraguayan passport actually unlocks.

Paraguay holds a full Mercosur passport with modern global access. Sources: Henley Passport Index 2026 · IATA data.

01

~145 visa-free

Paraguay passport currently ranks 26th globally, with visa-free or visa-on-arrival access to around 145 countries.

02

Schengen + UK + Japan

Visa-free to Schengen (ETIAS required from 2025+), UK (ETA required), and Japan from June 2025 with IC passport.

03

Mercosur rights

Founding member. Live, work, and study rights across Argentina, Brazil, Uruguay and Chile (associate).

04

Territorial tax

Foreign-sourced income is not taxed in Paraguay. Domestic IRP scale: 8%–10% over PYG 80M threshold.

05

US E-2 treaty

Paraguay is on the US E-2 Treaty Investor list — qualifies Paraguayan nationals to apply for the US E-2 visa.

06

USD banking access

Official currency is the Guaraní. Local banks offer USD-denominated accounts — useful for international earners.

07

Family inclusion

Spouse and dependent children can be included on the same application with added government fees.

08

Dual citizenship

Paraguay permits dual citizenship via reciprocal treaty. Whether your current country allows it is a separate check.

⚠ Read before you apply — visa invitation surcharge

If you carry a visa-restricted passport

For nationals of countries that require an entry visa to Paraguay — typically India, Pakistan, Bangladesh, Nigeria and several others — the entry visa is not issued automatically.

A local invitation letter and supporting documentation are required. Budget an additional $2,500 – $3,000 on top of the standard program fees to cover the invitation and visa process. We handle the full invitation pipeline end-to-end.

Citizenship reality check — the Supreme Court rule

Paraguay’s Supreme Court now enforces the “arraigo” requirement strictly. To secure citizenship (not just a residency card), applicants are expected to demonstrate real physical presence — typically 183+ days per year during the qualifying period — plus working fluency in Spanish or Guaraní and familiarity with Paraguay’s constitution.

Residency maintenance is far more flexible than the citizenship stage. If “no-stay citizenship” is being sold elsewhere, it’s not the current legal reality.

Questions

Frequently asked.

If yours isn’t here, the paid strategy call is the place to ask it. Straight answers, no sales script.

Do I have to live in Paraguay the whole time?
For maintaining the residency card, the rules are relatively flexible. For qualifying for citizenship, Paraguay’s Supreme Court enforces 183+ days per year physical presence and genuine-ties (“arraigo”). Full relocation during the qualifying years is the safe assumption.
Is my family included?
Yes — spouse and dependent children can be included on the same application with additional government fees per dependent.
Is the $70K a deposit I hand over?
No. Under the SUACE investor route, the ~$70K is spending projected across 10 years in your own Paraguay-registered business (roughly $7K/year), not an upfront lump sum. Separately, budget ~$14K for legal and registration fees upfront.
How does Paraguay tax me?
Paraguay uses a territorial tax system — foreign-sourced income is not subject to Paraguayan personal income tax (IRP). Domestic-source income above PYG 80M/year is taxed on a progressive 8%–10% scale.
Do I need Spanish?
For citizenship, yes — working fluency in Spanish or Guaraní is part of the naturalization requirements, along with knowledge of the constitution. For residency itself, it isn’t mandatory but makes life easier on the ground.
Will Paraguay recognise my current nationality too?
Paraguay allows dual citizenship only where a reciprocal treaty exists. Separately, some home countries (for example India) do not permit dual citizenship — so you need to check your home country’s rules. We walk through this on the call.
What does the passport get me?
Roughly 145 countries visa-free or visa-on-arrival (Henley 2026, rank 26), including the Schengen area (ETIAS required 2025+), the UK (ETA required), Japan, and Russia. Plus Mercosur rights across Argentina, Brazil, Uruguay and Chile.
What do you actually handle, end to end?
Document prep + apostille coordination, local legal liaison in Paraguay, residency filing, company setup, USD-capable banking, investment guidance, and the citizenship application when you cross the eligibility line.
